Why Not Use The Strong's Strategy For The Weak?

Right wing politicians often quote Calvin Coolidge, who said, in defense of the economic status quo, "Don't expect to build up the weak by pulling down the strong." I ask, why not expect such a thing? After all, don't the strong build themselves up by holding down the weak?
